Chandler Rapson is the chairman of the board of directors. Chandler is Co-Founder and Managing Partner of RainMaker Capital Funding, LLC and Managing Director of Oberon Securities. RainMaker Capital is a Private Equity Firm specializing in Healthcare and Healthcare Technology. The company has its own fund and often acts as a lead investor while connecting family funds and high net worth individuals to targeted investment opportunities. He is also the Chairman and Co-Founder of Star Administrators, LLC. & Star Technologies, LLC.. Recently, he became Chairman of Facility One Technologies, LLC and Casino Scouts, LLC.. Facility One is an capital asset management software company. All companies Chandler has Chaired have seen explosive growth and valuation improvements 13X within 36 months.


stephen crystal, board member

Stephen A. Crystal serves Casino Scouts as the CEO and member of the board of directors. A 25-year veteran of the gaming industry, Crystal previously served as president and CEO of multiple casino holding and public gaming technology companies and worked as an investor and advisor on gaming project finance and merger acquisitions totaling more than $1 billion. Crystal's experience spans all corners of a complex and booming industry, including casino and Internet gaming technology, government affairs, eSports, entertainment and hospitality. He has served as a licensed president, owner and operator of four casinos in Downtown Las Vegas, Nevada and was previously a member of the DC Chapter of the Young President's Organization. As an attorney, Crystal represented public and private gaming companies before regulatory bodies and jurisdictions and was designated by Best Lawyers in America as one of the best gaming attorneys in the United States.


David hanlon, board member

Mr. David P. Hanlon, serves as Chief Executive Officer of Hanlon Investments and Founding Principal of Executive Hospitality Partners. Mr. Hanlon has over 30 years experience in the casino industry that included the position of Chief Executive Officer at the gaming behemoth IGT. He served as the Chief Executive Officer and President of Empire Resorts Inc. from May 23, 2005 to April 13, 2009. He served as an Advisor of Commerce Planet Inc. since March 2005 and Independent Business Consultant of GWIN Inc. since 1998. He served as the Consultant of Empire Resorts Inc. Mr. Hanlon serves as U.S. Gaming Industry Consultant, including Native American and international gaming ventures. Mr. Hanlon holds a B.S. in Hotel Administration from Cornell University, an M.S. in Accounting and an MBA in Finance from the Wharton School of Business at University of Pennsylvania and an Advanced Management Program at the Harvard Business School.


Frank Mastandrea, board member

Dr. Frank Mastandrea graduated from Saint Louis University with honors with a degree in Chemistry and Biology. He is recognized as a leader in minimally invasive surgery and robotics surgery.



Joseph valandra, board member

Joseph Valandra is a member of the Rosebud Sioux Tribe of South Dakota. Joe has over 25 years of business experience including an extensive background in capital formation as well as managing public, private, and government operations. He is a leading expert in the area of Class II Tribal gaming. Joe served for two years as the Chief of Staff of the National Indian Gaming Commission (NIGC) in Washington, DC. Prior to joining the NIGC, Joe held executive positions with a gaming development company and was the Chairman & CEO of a large worldwide manufacturer and supplier of bingo and pull-tab gaming products and related electronic equipment. Joe is a graduate of the University of South Dakota Business School and the University of Minnesota Law School.


Wayne Watters, board member

Wayne Watters is the Chief Investment Officer for HillCour Capital, LLC. A graduate of Kent State University, Wayne Watters also holds a M.A. from Central Michigan University.  Wayne spent his early career at the state and Federal government level, beginning as Staff Assistant to U.S. Congressman Andy Ireland in 1977 and culminating in 1995 as Deputy Commissioner, Florida Department of Agriculture, after first serving as the Executive Assistant to the President of the Florida Senate and as Legislative Affairs Director for the Governor of the State of Florida.  Early in his business life, Wayne worked for over seven years as a licensed registered representative for Merrill Lynch and Allen & Company of Florida.  In 1995 Wayne formed a government relations and business consulting firm serving clients in healthcare, information technology, home building and economic development sectors which is active to this day.  In 1996, he co-founded and acted as President of a private investment firm, Flagler Holdings, Inc., providing financial advisory services to corporate clients and investing firm capital in public and private securities, venture capital opportunities and real estate.  Flagler Holdings, Inc. was active until the illness of the CEO in 2008.  After a consulting relationship with the Cassidy Organization, Inc. he became their COO in 2005.  The Cassidy Organization is a family office with business interests in land development, home building, citrus groves and hotel construction and management.  In 2013 he joined WellDyne, Inc. a family owned holding company with interests in healthcare companies.  Wayne was a key member of the team that sold the largest holding, WellDyneRX to Carlyle Group in 2017.  After the sale WellDyne became HillCour, Inc and Wayne became the CIO of HillCour Capital the investment arm of the family office.  He currently is the member of the board of five portfolio companies.
